Casino Wars Hit Asia; Not So Friendly, by Greg Tingle - 30th June 2010

Readers er punters, casino billionaires, gaming PR's, journalists, insiders and everyone else... Think casino wars were just limited to the Las Vegas Strip and Australia re Crown Casino VS Star City Casino? Think again. Media Man and Gambling911, along with the trusty Dragon Slayer, take you on a journey of the orient and learn that the casino wars are not quite as friendly as they are down under in Australia...

The latest casino war in the Asia Pacific is happening before our eyes in downtown Singapore.

Enter Marina Bay Sands, worth about $5.5 billion and just enjoyed its grand opening on June 23, is the second most expensive casino property in the world and sports 2,560 hotel rooms spread among three towers. (Folks, its 2nd only to CityCenter in Las Vegas, at about $8.5 billion, cost more to build.)

In the red corner...Resorts World Sentosa, which cost "only" $4.4 billion and opened its casino in February. Resorts World Sentosa has four hotels, including the first designed by Michael Graves already open, with 1,350 rooms combined. Two more hotels with 500 rooms are planned. What will be the occupancy rates %, and will the house still always win?

Things work a bit different in Singapore to that in Vegas or Australia.

Fox example locals have to pay through the nose to enter. Local wives can even apply to have their husbands banned from gambling. Stricter dress regulations also... no shorts in the casino thank you.

Marina Bay Sands’ high-roller corridor has restaurants from Japanese-born Australian sensation Tetsuya Wakuda and two Michelin-crowned chefs: Ferran Adria-hater Santi Santimaria of Spain, and Parisian pastry-lover Guy Savoy.

A Pangaea nightclub, sitting on a floating pavilion on Marina Bay is eye catching. Marina Bay Sands has more of a professional (not that type of pro) feel. Corporates are invited by 1.3 million square feet of meeting/exhibition space.

Resorts World Sentosa is more Party Time, with its Universal Studios theme park, easy beach access and lodging options including a Hard Rock and the family-friendly Festive Hotel, offering rooms that can sleep between 6 and 8 people.

Resorts World Sentosa also sports world class chefs and kitchen. Joel Robuchon, Susur Lee, Australia’s Scott Webster and Japan’s Kunio Tokuoka. The complex has been compared to Foxwoods plus.

Table games are all the rage having about double of Marina Bay Sands.
But this high-stakes tussle is just beginning.

Singapore is well aware of the action in Macau as well as Sydney and Melbourne, enjoying recent million dollar revamps, the Lear Jets et al, and are not going to lie down without a fight. The ultimate catch is "whales", and friendly government regulation along with solid relationships are also strategic keys.

The developments unfold as American casino kings such as Steve Wynn talk of moving more of their operation and overall business to the Orient, not overly impressed with the 'O' administration.

Aussie James Packer however is staying on the very good side of Australia state and federal governments, and by all accounts, Macau and his City Of Dreams looks to be enjoining its dream run, after a period of uncertainly.

Swing back to the U.S and Atlantic City isn't looking too good. The industry says AC has failed to adapt to the times very well, and they haven't been able to plug into internet based opportunities as well as many. Maybe some AC casinos could do with the internet consultancy from the likes of Gambling911 and / or Media Man. Basic websites and being listed on Google Earth isn't delivering the world to them.

This fast paced war isn't over yet, but the chess game is well on the way.

Notice of Pre-close Trading Update

PartyGaming Plc, the world’s leading listed online gaming company, will announce a pre-close trading update on 6 July 2010.

Reflecting the fact that the Eurozone has become the predominant economic environment in which the Group’s gaming companies operate based on the currencies with which players fund their accounts, as well as the expected opening of a number of newly regulated regimes in France, Italy and other Eurozone markets, the Group intends to change its functional currency from US dollars to Euros.

In line with International Accounting Standard 21 the change will take effect from the date the Group determined that the characteristics required to identify the functional currency had changed. The Group determined this occurred during 2010 and for accounting purposes, this is effective from 1 January 2010.

In addition, the Group will from this date change the reporting currency used for its financial statements of the Group and other reporting from US dollars to Euros.

All prior financial data will be converted using the exchange rate at 1 January 2010 of 1 US dollar = 0.695 Euros. An updated summary containing the Group’s historic financial data in Euros up to and including the Q1 2010 Key Performance Indicators will be made available at www.partygaming.com on 6 July 2010. The Group’s interim results for the six months ended 30 June 2010 will be reported in Euros when they are announced on 6 August 2010. Hollywood Studios Attempt To Stop Movie Futures Market, by Greg Tingle - 29th June 2010

Entertainment insiders, movers n shakers, and star gazers, Hollywood has caught the gaming and gambling bug, while some factions are pro, some con. The old guard is generally looking to protect their turf. Legal eagles and Hollywood movie moguls have been hitting the phones and using their political clout in attempt see things go their way. Paramount Pictures and Marvel Entertainment may have deals with the likes of PartyGaming, but that doesn't mean they are a lock for Hollywood movie exchanges. Media Man and Gambling911 embed themselves in the action...

Hollywood's old guard movie studios are on the brink of winning their battle against the movie futures markets, with United States legislators likely to outlaw such trades within days.

At last count 6 Hollywood studios are pushing to see movie betting banned and canned (in the bin, not in the can)... in movie speak.

Currently movie futures contracts allow and facilitate speculators to bet on the box office success or failure of a particular film. The first of these new era contracts, for the Matt Dillon and Chris Brown flick Takers, was approved by the United States Federal regulator over a fortnight ago and the new Sylvester Stallone film The Expendables was due to be approved by the regulator. Sly "Rambo" Stallone is quietly fired up say insiders, but the old guard is looking to put ice on his fire. Stallone and mate, Arnie, have had a taste of the Hollywood - gaming connection previously with both the Rambo and The Terminator Hollywood slot games that are offered via PartyGaming, in play for free or play for money options. StudioCanal greenlighted Sly's PartyGaming deal a few years ago. Orion Pictures Corporation was originally behind The Terminator deal. Orion still operates today, but it is now an in-name-only subsidiary of MGM. They acquired Filmways and The Samuel Goldwyn Company, but they do not own Samuel Goldwyn Films. In the past years other entertainment brands such as Marvel Entertainment followed suit into gaming and gambling, usually with good to great success, by CryptoLogic had mixed results, with PartyGaming blitzing them for service, gameplay, credibility, affiliate program offerings and overall stability. Marvel best adapted to the igaming world say analysts.

Movie Slot Games: Movie Betting Next? Legal Eagles Fly...

The powerful Motion Picture Association of America has been lobbying lawmakers to outlaw movie futures, arguing the market would be easily manipulated and skew the public's perception of movies before they open. The association firms believes rival studios could potentially sabotage films by betting against them.

Trading would be based on the amount of money a movie takes in during its opening weekend. The exchange would set the initial odds for contracts, but those odds would change based on the bidding of investors. An investor who buys a contract with longer odds takes on greater risk and the potential to earn more money.

Example?...an "investor" may think a movie will make at least $75 million in its first weekend. The exchange finds an investor who thinks the movie will fall short of that mark and the two investors enter the contract together. When the movie receipts come in the one who is correct gets a % on top of their investment based on the odds received. The other loses their investment! It's put your money where your mouth is maties.

At the weekend, it emerged that a ban on movie futures is in an amendment to President Obama's financial reform Bill, which is likely to be passed by Congress. Two box office futures markets, the well publicized (thanks to The Hollywood Reporter, Gambling911 and Media Man) Trend Exchange and Cantor Exchange, had intended to launch "soon".

Last week, the mastermind or 'Evil Genius' if you will, behind Trend Exchange, Robert Swagger, vowed to launch to market even if the ban was passed and fight the Government in court on the grounds the regulator had already granted approval. But an MPAA spokesman said the ban makes it retrospective to June 1 - before the regulator issued the approval. Legal eagles best or worst nightmare... add it to the legal bill hey.

Academics, Professors And Smart Cookies Weight Into Debate...

Associate professor Barry Burgan, head of the business school at the Australia's University of Adelaide, advised a movie futures market would provide valuable information about which films were likely to succeed (or fail). "Only one out of a large number of films produce returns and if you can provide ways to predict that better you can improve the outcomes," he said. With his odds analysis, little wonder Hollywood old guard are not so keen.

Media Man is currently seeking comment from Marvel Entertainment and New York based media entrepreneur, Mort Zuckerman. Zuckeman has previously pointed to online gaming and gambling as a way for U.S newspapers and mainstream media companies to stop their bleeding, following the adaption to a business model adopting to gaming, be it slots, poker, bingo, sports betting or a combination, following the UK media experience. In the meantime Australian newspapers and media firms, Daily Telegraph, and Fairfax Media (Sydney Morning Herald, The Age, Brisbane Times, WA Today etc) keep ramping up their gaming, igaming and sports betting involvement.

Aussie casino king James Packer remains keen on his Premier Media Group stock. Premier Media Group also enjoys ties to the sports betting world via Fox Sports, and Packer mate Tom Cruise just happens to sometimes stay at Crown Casino and is featured in the PartyGaming title Mission: Impossible. Coincidence Not! Comon' James and Cruise, shake them up in Hollywood... I'm an investor (in Crown) you know. Got to keep the investors happen. Just don't tell us its impossible, and if need be, speak to Richard Branson who just launched Virgin Gaming, following his success of Virgin Casino (not available to Aussies or Yanks yet). PartyGaming is keen to ramp up more Hollywood involved (and do deals with Crown Limited). FIFA World Cup Attacks: Aussies Recovering Well But City On Alert For More...

South Africa continues to get mixed reports on its security, especially regarding the safety of tourists. The bush tucker bag of Australian fans who were attacked and robbed in their hotel room are recovering well, but South Africa's reputation regarding safety continues to fall, amid crimes often containing "inside job" elements. Media Man can confirm that the crime problems are far bigger than just the atrocious track record of the now infamous Hamilton Parks Country Lodge in Hazyview, located north-east of Johannesburg.


Aussie Mark Webber Close Call At Valencia...

Aussie Formula One title contender Mark Webber had a lucky escape on Sunday after suffering a massive crash at the popular European Grand Prix. The 33-year-old's Red Bull flipped over on lap 10 of the 57-lapper race after hitting the back of Finnish Heikki Kovalainen. Webber appeared to walk away from the wreck of his car unhurt and was taken away in the medical car as a precaution. The Aussie, who has now slipped to 4th in the overall world standings behind British McLaren duo Lewis Hamilton and Jenson Button, and his teammate Sebastian Vettel, had started from the front row on the grid behind teammate Vettel. Webber had a terrible start slipping down to 9th then pitted to be near the rear when he crashed out. Vettel won the race in fromt of Hamilton and Button. Hamilton now leads overall standings with 127 points, ahead of world champion Button on 121.
Vettel's 2nd win of the year lifted him to 3rd on 115 points with Webber fourth on 103. Vettel was wrapt to have secured pole position, as it mean the Red Bull team had pole in every race except Canada where Hamilton had been successful. Vettel set a time of one minute 37.587 seconds towards the end of the qualifying session, quick enough to fend off last ditch efforts from Hamilton and Button, and Ferrari drivers Fernando Alonso and Felipe Massa. Vettel, 22, was relieved to be starting at the front again after a number of disappointments in Turkey and Canada, but admitted that he was surprised as many had predicted the Valencia track would suit the McLaren and Ferrari cars. "The last couple of races we didn't have a good run on Saturday, so it is good," said Vettel after qualifying. "These circuits, Canada and here in Valencia, usually wouldn't be our strongest so it's good to put the car on pole and our pace looks good. It was a tight qualifying session in the end. In the first run I had a huge moment in the first sector and I knew I had to put everything in the second run, and it worked. I am happy for today. It was a very tough one here, especially as we reintroduced the F-duct and a lot of other things of the car, and some mechanics had just one-hour sleep." Hamilton started behind the Red Bull duo but capitalised by Webber's crash.

Sumo Scandal Claims Oriental Top Brass Scalp...

Japan's sumo association has announced it will go ahead with a tournament next month despite allegations of wrestlers and coaches betting tens of thousands of dollars on baseball in a widening scandal that has tarnished the image of the ancient sport.

The Japan Sumo Association decided in an emergency meeting Monday to hold the tournament, but kept the option of suspending more than a dozen wrestlers - or about one-third of the top division - along with another dozen coaches, according to media reports.

One arrest has already been made in the betting scandal and police are considering more criminal action pending the outcome of an investigation into the accusations, which first appeared in the weekly press and allegedly involve gangster middlemen.

Stablemaster Otake, who allegedly held the deepest involvement with the baseball gambling scheme submitted a letter of resignation to the association. Police have arrested a former wrestler, Mitsutomo Furuichi, 38, who is accused of demanding hush money from Kotomitsuki to cover up the second-ranking champion's alleged involvement in illegal sports gambling. Public opinion has rapidly turned against the sumo establishment as the gambling scandal widened, with sumo officials perceived to have done little to investigate and publicise the problem. The scandal could torpedo next month's grand tournament, which national broadcaster NHK is threatening to abandon. Big-name sponsors have already turned their backs on the tournament. For the first time since World War II, the sumo association has postponed the announcement of a ranking list ahead of the 15-day July tournament because so many wrestlers face expulsion from the event. Stablemaster Otake is expected to resign, possibly any second, after Gambling911 turns up the heat.


Japan: Saipan Casinos Don't Lure Tourist Nor Turn On Casino Whales...

SAIPAN, Northern Mariana Islands — Legalizing casino gambling in Saipan wouldn't necessarily draw more tourists, according to a Japan-based tourism official for the Commonwealth of the Northern Mariana Islands. Michael Merner, the Marianas Visitors Authority managing director for Japan, said tourists travel to Saipan for its natural beauty, and glitzy casinos wouldn't fit in. "It's important that Saipan not follow the road of Guam or Hawaii with overcommercialized development," said Merner, of Marketing Garden Ltd. Saipan should "keep its position as a natural paradise, and that doesn't fit the casino image," he said.
The Northern Mariana Islands already have casino gaming in Tinian, and Merner said there's no need to expand it to Saipan. In an informal survey of 10 major Japanese travel agents, Merner said the "overwhelming answer" was that Saipan shouldn't create a casino. The U.S. commonwealth "has a great reputation for its natural beauty. Not so much for the quality of the infrastructure. Not so much about the restaurants. Nature is really its selling point," he said. A measure before the commonwealth's legislature would legalize casinos in Saipan and allow them to operate in hotels with at least 250 rooms. Investors would have to pay a $100,000 nonrefundable casino application fee, and additional licensing fees could reach $200,000. Even though most gambling is illegal in Japan, travel agents believe adding gambling to Saipan's attractions wouldn't entice Japanese visitors, Merner said.


Hong Kong Police Crack Football Gambling Ring...

Hong Kong based coppers advised they have smashed a record breaking 170 million Hong Kong dollar (22 million US dollar) gambling ring that took illegal bets on World Cup football games and horse racing. Authorities arrested four men linked to Hong Kong's notorious triad gangs and seized betting records in the latest in a series of raids that have netted at least three dozen suspects since the tournament kicked off this month. "This is a record for a single raid," a police spokeswoman told wire services. Betting records worth about 32 million US dollars have been seized. Police said they have not finished breaking down the value of wagers put on football versus horse racing in the latest raid. KUALA LUMPUR — Malaysian Prime Minister Najib Razak advised his government had dropped a proposal to legalise sports betting amid protests by groups who fear it will create more social ills. The uproar over sports betting erupted after Ascot Sports, a company controlled by influential tycoon Vincent Tan, said in May it had been granted a licence to offer odds for the hugely popular English Premier League season. "Although there were groups who supported as well those who did not support or opposed the decision, it was clear to the government that a majority of the people did not agree that the licence be issued to Ascot Sports," he added. Opposition political parties said Thursday they were planning a mass street protest next month against the proposal. "We have too many social problems - drug addiction, free sex and baby dumping," Kamarulzaman Mohamad, youth secretary of the conservative Pan-Malaysia Islamic Party (PAS). "Sports betting will add to our problems as most youths watch football. They will be influenced to borrow money," he added. Party officials have not yet to decided whether the demonstration will be cancelled following Najib's announcement. Malaysia bans its majority Muslims from gambling but allows betting at a casino operated by Genting Group, on the national lottery and on horse-racing. In the U.S its not that uncommon for various controversial and high stakes bills to be sworn in just before public holidays et al, and some folks call these happenings "Midnight Bills", a term coined to mate the cloak and dagger - art of war type practice.

The Aussie clubs lobby powers that be state upgrading pokies to meet Productivity Commission recommendations could cost up to $4 billion back! Yep, you read right. We reckon you could buy a few clubs, even casinos, for that sort of money.

The timing of last months pokies auction is curious also. The purchaser may have thought they got a bargain, but maybe not, if those pokies become useless or too expensive to bother upgrading.

The federal government has taken up just one of the commission's recommendations, which would allow gamblers to voluntarily set limits on the amount they intend to spend in a single gambling session.

The clubs industry, which derives about 60% of its revenue from gambling, and poker machine manufacturers welcomed the government's response to the report.

While responsibility for gambling regulation lies with the states, the commission said that the federal government could use its corporations powers to regulate gambling machines if necessary.

Independent Senator Nick Xenophon, who ran for Parliament on a no pokies platform, was far from impressed with the Government's response.

"The Federal Government's response on this report is nothing short of a disgrace," he said.

"We don't need more talk, we don't need more reports and reviews, we actually need action on this and the fact is the Productivity Commission - by recommending $1 bets - is a way forward to actually deal with this issue."

The Las Vegas Sands company is one of the most recent to see Asia changing their fortunes for the better. A bush tucker bag of hard working Aussies including project managers and engineers are expected to be attracted to Asia by casino and resort super developer, the Las Vegas Sands.

This comes off the back of the announcement some 24 hours ago that The Sands had opened its $US5.5 billion Marina Bay Sands project in downtown Singapore, snatching some of the attention away from Macau, a favorite of Crown's James Packer.

Mr Pryor advised "It is hard to get the right people. We started hiring during the boom, I built the team up since 2003 and scaled it up consistently in that time".

At Marina Bay Sands in Singapore, 30% of the 100 top brass and 75 out of 100 engineers are from Australia.

Australian Contractor Connection...

Australia's Alfasi company were contractors for the Marina Bay Sands Singapore project, and would you believe that their budget stretched from the initial $US3.5bn forecast to $US150m, thanks to 4 months of delays and a calamity of issues and challenges, including a 7000 ton life of steel which had to go up 200 metres into the sky.

These days many insiders say Sands Oriental connection will see the sky the limit for the casino hotel developer giant.

One of the difficulties was lifting 7000 tonnes of steel 200m in the air for the hotel complex.

Mr Pryor is a key part of the comeback by Sands.

Australia Releases 2010 Productivity Commission Gambling Report, by Greg Tingle - 24th June 2010

The gaming sector also enjoys strong ties to the political arena, with the ongoing agreements as to the control, rules and regulation of the industry. The Australian Government today released the 2010 Productivity Commission Report into Gambling for consideration by States, Territories, industry and the wider community.

The Government has also announced its support for key reform directions to minimise the harm caused by problem gambling.

In an initial response to the 2010 Productivity Commission Report into Gambling, the Australian Government signalled it supports the use of pre-commitment technology to tackle problem gambling and is committed to working with State and Territory Governments, and industry, in implementing this technology.

The Australian Government does not agree with the Productivity Commission recommendation that the Australian Government amend the Interactive Gambling Act 2001 to allow for a liberalisation of online gambling, starting with allowing the provision of online poker games to Australians. The existing rules will continue to apply.

The Australian Government accepts that further work can be done to improve harm minimization measures for electronic gaming machines.

The Australian Government will now write to State and Territory Premiers and Chief Ministers to recommend the establishment of a new high-level Council of Australian Governments (COAG) Select Council of Ministers on Gambling Reform to progress a national approach to minimise the harm caused by problem gambling.

The Productivity Commission estimates that there are between 80,000 and 160,000 Australian adults suffering severe problem gambling. In addition there are between 230,000 and 350,000 people at moderate risk.

The Productivity Commission’s final report highlights the significant social cost of gambling, estimated to be at least $4.7 billion. The Productivity Commission estimates that problem gamblers account for around 40 per cent of electronic gaming machine expenditure, showing that a small number of gamblers account for a large percentage of losses.

The Productivity Commission also highlighted the gambling sector as an important industry with gambling expenditure exceeding $19 billion and the industry estimated to support the employment of more than 145,000 people.

Pre-commitment

The Productivity Commission found that pre-commitment is the most effective way to target problem gamblers and at-risk gamblers without impacting upon the wider gambling community and that’s why the Government has committed to developing a pathway towards implementation for pre-commitment.

The Productivity Commission also found that pre-commitment systems would empower people to take responsibility for their own spending behaviour, by helping them decide exactly how much they want to spend before they start playing.

The Productivity Commission found that a pre-commitment scheme is a strong, practicable and ultimately cost-effective option to minimise harm caused by gambling. This new technology will give people the tools to stick to their limit and help them keep track of their spending.

The first priority for the Australian Government will be to progress a nationally consistent pre-commitment model for electronic gaming machines.

Online gaming

The Australian Government does not support the liberalisation of online gaming, including online poker, as recommended by the Productivity Commission.

The Government is not convinced that liberalising online gaming would have benefits for the Australian community which would outweigh the risks of an increased incidence of problem gambling, particularly with the rapid changes in technology.

The current prohibition on the provision of online gaming services to Australians will continue to apply.

The Government will examine the regulatory approach taken by other countries with similar regulatory regimes in relation to online gaming, such as the United States.

In particular, we will seek to work with other countries to investigate the possibility of a more effective multilateral regulatory regime to address this form of gambling, its social impacts and its impact on the Australian gambling industry.

Harm minimization

The Australian Government accepts that more work can be done to improve harm minimisation measures for electronic gaming machines.

The Select Council on Gambling Reform will engage with all stakeholders to ensure that any changes to harm minimisation measures are proven to actually minimise the damage caused by problem gambling and are ideally able to be applied consistently across Australia.

This will include an analysis of the possible costs and benefits of such measures and also consider their need in light of moves towards a nationally consistent pre-commitment model.

COAG Select Council on Gambling Reform

The Australian Government will recommend that the COAG Select Council on Gambling Reform includes up to two Ministerial representatives from all jurisdictions to ensure that both economic and social portfolios are represented.

The Select Council on Gambling Reform will be co-chaired by Ministers Macklin and Sherry.

Most recommendations in the report are directed at areas of State Government responsibility but the Australian Government recognises that national leadership is required and will work with State and Territory governments through the new Select Council on Gambling Reform to consider the Productivity Commission’s final report.

The Australian Government is committed to a thorough process through the COAG Select Council on Gambling Reform and to consulting closely with community groups, industry and relevant employee and employer groups on the Productivity Commission’s findings.

Today’s report follows a request made by COAG in 2008, through the then Assistant Treasurer, for the Productivity Commission to update its 1999 inquiry into Australia’s gambling industries, with a focus on problem gambling. This responded to calls from industry and community groups that the Commission should be asked to update its 1999 report.
